Johnson is on an official trip to India and his government had sought to delay a decision on any investigation until police complete their investigation into the alleged lockdown violations.

But ministers withdrew an amendment just before debate began in the House of Commons.

Boris Johnson’s spokesman said that Conservative Party lawmakers had been told they could vote as they pleased or not attend the vote. That means the parliamentary inquiry could be approved later on Thursday.

If passed, Johnson could face the publication of further evidence of drinking parties within the government during the strict lockdown he himself has ordered across the UK.

Some Conservatives had been uneasy at the prospect of being ordered to oppose further scrutiny of an issue that has damaged voter confidence in the government.

Boris Johnson apologized to the House of Commons on Tuesday after he was fined by police for flouting stay-at-home orders. He said that he did not know at the time that a birthday gathering at the height of the pandemic constituted a violation of the restrictions that he himself had established.

The police are still investigating the events and the prime minister could receive further fines.
