At the end of March, the OAS had approved a resolution calling for the cessation of “acts that may constitute war crimes” in Ukraine, with 28 votes in favor of the 34 active members, none against, and five abstentions: Brazil, Bolivia, El Salvador, Honduras and Saint Vincent and the Grenadines.

The Ukrainian ambassador to the United States, Oksana Markarova, participated in that session, asking precisely the OAS to analyze removing Moscow from its permanent observer status.

Some of the countries that abstained from the vote, and even others that spoke in favor -such as Argentina and Mexico-, estimated that the organization is not the appropriate body to deal with the Russian invasion of Ukraine.

Russia has already been suspended from the UN Human Rights Council

The OAS Permanent Council criticized Russia’s “indifference” to the organization’s calls “to withdraw its military forces” from Ukraine and “its continued flagrant and systematic violations of human rights” in the neighboring country that “contravene the principles and purposes of the OAS”.

The OAS stated that it was “shocked by the reports of the terrible atrocities committed by the Russian armed forces” in Ukrainian cities such as Bucha, Irpin or Mariupol and at the train station in Kramatorsk.

In addition, she declared herself alarmed by the growing number of dead and displaced persons, and by the destruction of civil infrastructure “caused by aggression” by Russia.

Argentina abstained

In this regard, the Secretary General and Secretary of International Relations of the City of Buenos Aires, Fernando Straface, said that “the Argentine State abstains in the OAS vote to suspend Russia. This is a clear inconsistency with the position of two weeks ago in the UN, which can only be explained by internal differences in the ruling coalition on the orientation of foreign policy.

“While a few weeks ago the government requested the suspension of Russia from the UN Human Rights Council and accompanied the OAS asking them to stop “acts that may constitute war crimes”, now it refrains from being suspended as a permanent observer in the same organization,” he added.
