For Alva, the House’s vote of confidence in the different ministerial cabinets presented by Castillo since the beginning of his term has been conditional on the fact that, if the ‘green light’ was not given, “Congress would no longer exist.”

Now, the president of the Parliament has regretted that from the Executive the responsibility is being transferred to the Chamber for the situation of “misgovernment” that Peru is experiencing. “They are blaming us for their inability,” he warned.

“They blame us for all the ineptitude, but the Peruvian people are not so much or naive and they realize and know that this man (Pedro Castillo) is not prepared to govern,” Alva asserted, according to the Peruvian radio station RPP.

The president of the Chamber has indicated that, based on the opinion of several lawyers, Castillo’s proposal, if it materializes, it would be unconstitutional. In this sense, he has alluded to several of the Cabinet ministers so that, by virtue of their profession as magistrates, they do not sign the bill.

President Castillo announced last week that he will present a bill to Congress so that in this year’s regional and municipal elections citizens are consulted on the drafting of a new Constitution for Peru.

The current Constitution does not allow the implementation of this type of meetings, which are configured as a previous step to the elaboration of a hypothetical new Magna Carta.
