In its latest report, published last June, the Truth Commission, created by the peace agreement between the Colombian government and the guerrillas of the FARChas compiled 1,042 interviews with victims, as well as 178 interviews with those appearing and 402 interviews with experts, witnesses and other actors.

“The victims of these events came from the most vulnerable sectors of the population and were selected for inhabiting certain territories considered to be supporters of the guerrillas, for considering them expendable for society or for assuming their status as members of armed groups,” he explained.

Likewise, Valencia has stressed that ‘the modus operandi’ of these extrajudicial executions involved “the implementation of a chain of fraudulent actions” in which actors from the security forces came to participate “consciously”.

“Within these fraudulent actions, a high embezzlement of State funds can be evidenced, which were used to finance this criminal practice. An inappropriate use of money from reserved expenses,” he indicated.

According to data provided by the Commission, there are more than 6,400 victims between 2002 and 2008 in Bogotá and Soacha, a figure that they say could be higher, since it is preliminary and “it may have variations in the future.”
