Stremusov was appointed deputy head of Kherson’s civic-military administration after Russian troops captured the province during an offensive launched in February.
Putin ordered the assault on Ukraine, which he accuses of oppressing and massacring Ukrainians of Russian language, culture or descent.
The Russian president had assured that he did not want to occupy Ukrainian territories.
The province of Kherson, located on the shores of the Black Sea and just north of the peninsula of crimeaannexed by Russia in 2014, is vital for the water supply of that territory.
Its conquest, a real military success for Moscow from the start of its campaign, also allows for the building of a land bridge linking Crimea, the pro-Russian separatist region of Donetsk and Russian territory, to the east.
Its conquest should also allow Moscow to launch an assault on the great port of Odessa, in southeastern Ukraine, something that it has not achieved so far.
