For some critics of regulation, the conflict is present in that there are no clear definitions of what counts as an “insult” since it only expresses what it means degrading someone without using a true fact about that person. A criminal lawyer in Japan, Seiho Chospoke to CNN and explained that “at this time, if someone calls the president of japan “idiot”under the sanctioned lawa could be classified as an insult” and be punished.
The law will be reviewed every three years to determine if it has impacted freedom of expression of people. Despite the criticism, those who support the new regulation argue that it is necessary to quell cyberbullying in the country.

One of the events that prompted this law was the death of Hana Kimura, a reality TV star. who took his own life for him harassment he received online. His mother was part of the movement for more anti-cyberbullying measures through a non-profit foundation that he created.
Kimura was a professional wrestler in Japan and star of the reality show Terrace House: Tokyo 2019–2020. He passed away on May 23, 2020, at the age of 22after sharing a post on your social networks showing the hate messages he received.
