The experts, who remained in Uruguay between July 7 and 14, met with authorities from State agencies, parliamentarians, and representatives of associations of relatives and victims of enforced disappearances, and civil society organizations.
“The Working Group has received information related to the disappearance of children and adolescents after their stay in state protection centers, as well as (on) disappearances of women and girls possibly related to situations of sexual exploitation and trafficking,” it says in its report without specifying cases.
He also denounced the existence of “a climate of stigmatization and an absence of preventive measures, search mechanisms and policies directed specifically to this group of people and to the effective investigation of these cases”, as well as a lack of access to justice in Uruguay by the relatives of the victims.
Call of attention for the disappearances in the dictatorship
Regarding the disappearances of people during the dictatorship, he highlighted the lack of progress in clarifying the truth about what happened with the disappeared persons and the punishment of those guilty of the facts.
“It is imperative that the State assumes its responsibility and immediately reverses” this state of affairs, he indicated in his preliminary observations.
According to human rights organizations, more than 200 Uruguayan citizens disappeared both in Uruguay and in neighboring countries in the framework of the so-called Condor Plan of coordination between repressive forces of the dictatorships of the region.
“A state policy is urgently needed to break the silence and help improve the collection of information from both human and documentary sources,” the delegation stressed, calling for a unrestricted access to official files.
On the other hand, he saluted “the courage and tireless struggle of the victims, their relatives and their representatives to find the disappeared persons, ensure justice and fight against impunity”, as well as the work carried out by the National Human Rights Institution.
The mission will present its final conclusions before the 54th session of the UN Human Rights Council, in September 2023 in Geneva.
