“After the issuance of the visa, an identification order is generated that is sent to the Civil Registry so that it is the one that grants the identity card to the foreign citizen. It is a process that lasts one year in this first stage,” the official concluded. .
There are two additional stages in this process: in November, the process will be extended to citizens of other nationalities, and in February 2023 it will be extended to Venezuelan citizens who have entered the country irregularly.
The decree, published on June 1, 2022, established a migratory amnesty and regularization process for Venezuelans and their family groups who entered through Ecuador’s immigration control points and who remain in an irregular situation.
Daniel Regalado, president of the Venezuelan civil association in Ecuador, specified that in the case of people subject to a fine, they will be able to register in February 2023.
“That indicates that they will not have a registration certificate until then and they will be susceptible to more fines and prosecution,” Regalado explained.
Currently, many of the Venezuelans residing in Ecuador are returning to Venezuela, “but the vast majority are looking for a third country, like the United States,” he added, the Sputnik news agency reported.
