Russia replaces the deputy defense minister after starting the mobilization of reservists to Ukraine

“General Dmitri Bulgakov was relieved of his duties as deputy defense minister due to his transfer to another post,” added the official text, without giving further details.

Mizintsev, who headed the National Defense Control Center, will now be “responsible for the material and technical supply of the armed forces,” according to the ministry.

The 60-year-old military man held numerous positions of responsibility in the General Staff during his long career.

He is the target of Western sanctions for his role in the siege of Mariupol, a port city in southeastern Ukraine, which Russian forces captured in May, the AFP news agency reported.

The change in the General Staff follows Russian President Vladimir Putin’s announcement this week of the mobilization of hundreds of thousands of Russians to boost his offensive in Ukraine.

Russian Defense Minister Sergei Shoigu said the order affected some 300,000 combat-experienced reservists, or just 1% of the 25 million people he said fall into that category.

According to the authorities, thousands of people had already come forward voluntarily, despite the fact that many Russians flee the country so as not to be forced to fight.
