In the wake of recent experiences with Russia and dependence on Russian natural gas supplies, a political dispute erupted over whether Chinese participation should be allowed. Economics Minister Robert Habeck (Greens) warned of new dependencies and wanted to completely ban Chinese entry. FDP ministries wanted that too.

But Chancellor Olaf Scholz (SPD) wanted at all costs that the entry should come about. “It’s not about the whole port, it’s about a terminal,” which means that there is no strategic opportunity for influence, he emphasized.
