Adjudications by administrative means are objected to by the Broad Front (FA)with paul siris at the head as a representative of the board of directors of the Communication Services Regulatory Unit (Ursec). The observation is not only carried out by the opposition, since within the government coalition there is concern about the premise that Movistar will be favored to the detriment of Antel.
The conflict lies in the fact that there is no clause that determines what will happen at the end of the consummated bids, and there are also difficulties in setting prices for new awards.
According to Ursec technicians, the 10 MHz spectrum should be set at a value of 4,283,300 dollars for 10 MHz (acquired in previous years in Uruguay for 6 million dollars). Likewise, Antel had paid 18 million dollars for 30 MHz, whose maturity is scheduled for the first day of July 2023, but today they cost 12,849,900 dollars.
Although these numbers are not definitive and it is expected that the Ministry of Industry, Energy and Mining (MIEM) is pronounced in a decree in this regard, the downward trend in prices is explained by an improvement in productivity and available technologies.
The FA expressed disagreement with the fixing of prices, where it highlighted the lack of international organizations for the estimate, such as the GSMA and the ITU that provide rules and standards outlined especially for the renewal of licenses in Latin America.
Both the opposition and some nuclei of the ruling party see an interest on the part of the executive to tilt the balance and the proportion of the market towards certain companies to the detriment of others, for which maneuvers are indicated such as: number portability, reduction of interconnection rates and the attempt to open Antel’s infrastructures to third parties through luc (Law of urgent consideration).
