In the case of two girls (eleven and 14 years old) who are said to have been raped and severely abused by an 18-year-old Iraqi and a 17-year-old with a migration background while buying drugs in a dealer’s apartment in Meidling, there are further details according to media reports in Vienna.

The 18-year-old has already been taken into custody for serious abuse. Yesterday it was said that the Iraqi had already been convicted of aggravated coercion in February. The verdict: conditional for six months. The young man was also examined by a forensic psychiatrist during the proceedings.

The conclusion of the report: “Severe personality disorder with a high tendency to emotional instability with explosive outbursts of aggression”. The court said that the young man was conditionally allowed to stay in an institution for mentally abnormal lawbreakers. According to the findings of the investigators, the two girls went to the 18-year-old’s apartment last Thursday afternoon to get drugs. The 17-year-old was there when the attacks happened. The girls were able to escape from the apartment and call the police. According to the executive, the two men were arrested a little later in the apartment.

The two girls had received an ecstasy tablet from the 18-year-old the day before, shared it and consumed it. When they wanted to consume drugs again on Thursday, they contacted the young man again. He directed them to the apartment in Meidling, which allegedly belongs to a friend of the two men.

Initially, the 14-year-old and the 17-year-old had sex voluntarily, but then the boy allegedly forced the girl into further sexual acts. The eleven-year-old was meanwhile raped and severely sexually abused by the 18-year-old.

supervision neglected?

The two victims were previously housed in a supervised child and youth welfare facility (formerly youth welfare). Therefore, after this incident, it is now also being discussed whether the duty of supervision has been violated in the area of ​​​​responsibility of the Vienna Youth Welfare Office (Municipal Department 11).

In any case, “gross neglect” of the supervision of minors is punishable by law (paragraph 199 of the Criminal Code). Up to six months imprisonment or a fine would be possible.

The Vienna Youth Welfare Office pointed out that out-of-home children and young people are allowed to move about freely like everyone else and are not locked up. As mentioned, the rapes are said to have happened in the afternoon. According to “Falter”, the police gave the time between 4:30 p.m. and 4:50 p.m.
