Young people under the age of 14, some of whom commit serious crimes, but are not yet of criminal age and therefore cannot be held accountable: once again, these stories have been enriched by an inglorious chapter. On Wednesday, a young trio in Klaffer am Hochficht (Rohrbach district) stole a flatbed truck and drove it to Nußbach in the Kirchdorf district. The distance between the two places is more than 110 kilometers. In the end, the perpetrators are said to have tried to set the car on fire, as the police confirmed.
Among the suspected car thieves are two 13-year-olds who are known to the authorities: a girl who is said to have been involved in two raids on Linz taxi drivers in Pettenbach and Kronstorf, and a boy who was also involved in the taxi robbery in Pettenbach. The third in the group was a 17-year-old in Klaffer. He is not the young man (also 17) who committed an arson attack on a police car in the Ebelsberg district of Linz last year. However, the trio who drove the stolen pickup truck belonged to a youth gang responsible for robbery and drug offenses, burglaries and thefts, it said. This gang also includes a 13-year-old citizen from Romania. The 13-year-olds are in the care of the youth welfare office and in socio-educational institutions. They cannot be arrested for legal reasons. But even in the homes, they must not be locked up (“house arrest”), as the child and youth welfare service recently emphasized. Accordingly, children and young people may not be held against their will.
