“From now until 2040, that means costs of at least five billion euros every year,” said economic researcher Anna Kleissner from Econmove this week at a press conference of the Federal Guild of Sanitary, Heating and Ventilation Engineers.
For the use of a new air heat pump, a building would have to be brought up to the latest state of the art, said Kleissner. The annual refurbishment rate is currently an average of 1.5 percent per year and costs around six billion euros annually. Refurbishments would then have to be accelerated considerably. For buildings that were built before 1980, a total renovation would cost 1,250 euros per square meter, for houses that were built between 1980 and 2000, it would be around 400 euros. According to the economic researcher, only buildings that have been built in the past two decades do not require any special renovation work.
Of the total costs, the lion’s share of 55 billion euros would go to the necessary building renovations. 15 to 26 billion euros would be investment and maintenance costs for replacing gas heating systems with wood chip or pellet heating systems, air heat pumps and solar or district heating, according to Kleissner.
A conversion to green gas would make more sense than a total exit from gas heating – i.e. no gas heating in new buildings, no replacement of existing gas heating, replacing gas with district heating, heat pumps and pellets – says Manfred Denk, federal guild master of sanitary, heating and ventilation technicians.
Until then, however, the political course still has to be set anyway. As reported, the entry into force of the Renewable Heat Act (EWG) has been delayed. In Austria, this provides for the phasing out of gas heating by 2040 and of oil heating by 2035.
Because the necessary two-thirds majority is missing, it is no longer realistic for the EEC to come into force before the middle of next year. The SPÖ complains that it was not in any round of negotiations with the governing parties ÖVP and the Greens. The Neos and the organization “Fridays for Future” criticized the delay.
