The new year is rich in old insights and well-known problems. From the point of view of the Deputy Mayor Martin Hajart (VP), who is responsible for traffic, a “problematic case” is the planned development on the Hiller barracks area and on the adjacent summer grounds in Ebelsberg. As reported several times, around 3,000 apartments are to be built there. The entire area is being developed by the WSF private foundation of the XXXLutz Group and the housing cooperatives WAG, Giwog and Neue Heimat.

“The Mona Lisa tunnel and the B1 are already at or above the limit,” Hajart sees the infrastructure as not even remotely equipped to accommodate the additional traffic that is inevitably associated with residential construction.

Around 27,500 vehicles daily

Around 27,500 vehicles are already being counted in the Mona Lisa Tunnel every day, and around 20,000 per day on the B1 Wiener Strasse. A traffic demand analysis would show that the mobilization of building land reserves in the south of Linz would theoretically increase the number of vehicles in the Mona Lisa tunnel by 19,500. Theoretically, because the tunnel could not contain this large number. “Everything would collapse,” says Hajart.

For this reason, he now wants to put the brakes on the planning for the barracks area and the summer grounds, which would have to “back to the start”. “The construction phases are too closely timed and not linked to traffic development measures and the expansion of public transport,” criticized Hajart again today. There is not more than a “line in the landscape” for the bicycle bridge, which has been discussed again and again. Dissatisfaction is also caused by the fact that the four-track expansion of the Westbahn between Kleinmünchen and the eastern entrance to the main station has been postponed again by ÖBB. The new target completion date is 2032. Once again, Hajart made it clear that the cable car is not part of a viable transport solution, as is well known, Mayor Klaus Luger and Planning Councilor Dietmar Prammer (both SP) see it differently.

If Hajart has his way, a phased plan for the development of said areas should now be drawn up, taking into account the traffic needs. It is clear that the expansion of the train service is the biggest lever, the tram will not be because of the long journey to the center, says Hajart, for whom a reduction in the planned residential units would also be a viable option.

The starting signal for the redesign of the barracks area is to be given this year with the renovation of the eleven listed buildings, the corresponding resolutions for the further phases and areas are still missing.

Bypass road plans

Irrespective of this, the three-month closure of the Mona Lisa tunnel due to the necessary general overhaul is already a major challenge for road users this summer. Corresponding accompanying measures are currently being finalized and presented promptly, announced Hajart.

Part of the package should be the structural upgrading of the tunnel bypass road and its release for public transport and single-track vehicles such as bicycles and mopeds.
