Health: Court of Auditors calls for preventive measures

In a current report, the Court of Auditors (RH) calls for binding measures to increase the number of healthy years of life in the population. In contrast to the government plans drawn up in 2012, these have not increased, but actually decreased between 2014 and 2019.

By the year 2032, every person in Austria should spend two more years in good health. This was decided by the Council of Ministers in 2012 as one of ten “Austrian Health Goals”. In fact, the situation has worsened. According to Statistics Austria in 2019, at the age of 65 one could still count on an average of 9.75 years of healthy life. In 2014, this value was 11.35 healthy life years.

National and international analyzes attribute this, among other things, to the fact that the proportion of the population with chronic, non-communicable diseases – such as obesity (obesity) or mental illnesses – is high in Austria. The need for targeted preventive measures is therefore great, according to the RH.

The Ministry of Health is pursuing goals such as improving child nutrition, writes the RH. However, most measures are not binding. From the perspective of the ACA, the effect of declarations of intent and industry initiatives to reduce the sugar and salt content in food should also be evaluated. If necessary, binding specifications should be checked and implemented.

In their report, the examiners draw attention to numerous other aspects: In Austria, for example, around 2,400 people die every year after being infected with germs in hospitals. That is six times more deaths than on the road. Appropriate hygiene measures would prevent 20 to 30 percent of deaths.

The examiners also criticize the fact that the reformed mother-child passport has still not been implemented.

The Ministry of Health sees the report as confirmation of its plans. In the negotiations on financial equalization, Minister Johannes Rauch (Greens) advocated the integration of preventive and precautionary medicine into standard financing, it said in a statement.
