Most recently, 13-year-old youths in Upper Austria were shocked by a series of robberies, for example on taxi drivers. But because these young offenders are under criminal responsibility, the hands of the police are tied.

In an interview with the OÖ Nachrichten, the head of the State Criminal Police Office, Gottfried Mitterlehner, advocates stricter treatment of underage criminals. Mitterlehner says that he doesn’t see the tightening of criminal law by reducing the age of criminal responsibility as a solution, but that youth welfare can take stronger action in individual cases. “Youth welfare should be able to impose house arrest in individual cases.”
