“It also represents a failure that the State of Chile ends up, in fact, involving the Armed Forces in functions that should be exclusive to the Carabineros and the Investigative Police (PDI),” indicates part of the text.
In this sense, the NHRI considers dialogue as the main alternative, relying on universities and the Constitutional Convention, and points out that the latter “has the historic opportunity to establish a new intercultural pact on which peace and justice are based in the south of Chile.”
In recent weeks, the conflict between indigenous peoples and the State has intensified, after multiple acts of violence between members of the Mapuche community and members of the Carabineros (Chilean police) in the southern macrozone, which is why the Government decided the past Tuesday to decree a Constitutional Emergency State of Exception in the sector, specifically in the provinces of Malleco, Cautín (La Araucanía), Arauco and Biobío (Biobío).
President Sebastián Piñera explained that the measure will be extended for 15 days and that it was due to “serious and repeated acts of violence linked to drug trafficking, terrorism and organized crime” in areas of southern Chile in recent weeks.
At the same time, the truckers union has demanded greater security from the Government to be able to work in the sector, after its members have been the object of various attacks.
Additionally, the death of Denisse Cortes, a human rights activist in the most recent march for indigenous resistance, held in the center of Santiago last weekend, has confronted protesters and the police for responsibility for her death.
