The agreement – published in the Official Gazette in the evening on Monday – instructs authorities to develop a plan to encourage residents of the states Baja California, Baja California Sur, Coahuila, Chihuahua, Nuevo León, Sonora and Tamaulipas to legalize their vehicles of foreign origin.
On the weekend the president Andres Manuel Lopez Obrador signed the decree during a visit to the northern city of Ensenada, in Baja California.
There, the Secretary of Security, Rosa Rodríguez, said that only in that state more than 500,000 of these cars circulate which, she added, are the most used to commit crimes and that, therefore, the program will help identify several million units of this type that would exist in the country.
The Mexican Association of Automotive Dealers (AMDA), which foresees drops of more than 30% in sales due to the measure, indicated that the decree “it will be a prize to the criminal mafias and the corrupt bureaucracy”. He urged the president “to implement public policies to solve this phenomenon at its roots.”
“It is a wrong decision to regularize vehicles that are found as contraband. It will have an impact both economically, as well as in terms of environmental pollution and the risk to the safety of people’s lives,” said the Tuesday its CEO, Guillermo Rosales, to the local station MVS Noticias.
AMDA proposes, among other actions, “zero tolerance” for vehicular traffic through border ports, comply with the existing prohibition on auto smuggling, and refound a public vehicle registry with a greater allocation of resources in the budget.
López Obrador pointed out that those who regularize their cars must give a “cooperation” of 2,500 pesos that, according to him, will not be considered taxes or duties, they will remain in the regions and will be used for paving tasks.
