The initiative, which still needs to be approved by the Chamber of Senators, provides that recruits receive the notification electronically through the Public Services portal, instead of in person, as it had been until now. One week after being issued, the order will be considered delivered, so the recruit must introduce oneself before an enlistment office and you will not be able to leave the country until you have completed this procedure.

In addition, after a period of 20 days without notificationwill be provisionally restricted from driving record, as well as the possibility of buying or selling real estate, opening a company, or requesting a loan. Until now, enlistment orders had to be delivered in person, and many Russians managed to evade the draft by refusing to pick up their orders and fleeing abroad.
“The recruitment notice is considered received from the moment it is published in the personal account of a person subject to military service,” said the chairman of the House Defense Committee, Andrey Kartapolovbefore the vote. In addition, he added that the new rules would apply not only to young recruits, but to all men who can serve in the military.
President, Vladimir Putindecreed last September a “partial mobilization” to reinforce the regular troops fighting in the Ukraine, after a series of setbacks on the battlefield.
Kremlin spokesman Dmitry Peskov, denied today that a second wave of mobilizations was going to take place and affirmed that these amendments were necessary to “perfect and modernize” the system of calling up the ranks of the country. Since the Russian invasion of the Ukraine, which began the February 24, 2022hundreds of thousands of men were called up and tens of thousands fled the country.
