The Ministry of the Environment presented the Baseline technical report, from which they will monitor the environmental impact of the pulp mill operations. What is it about?
He Ministry of Environment reported on the basic guidelines with which they will control and monitor the environmental impact what will the plant have PSU 2 in Uruguay once it starts operating, with the aim of maintaining contamination levels within the permitted parameters.

The presentation of the technical document Baseline was headed by the minister Robert Bouvier. The report contains indicators against which the post-operation measurements of the unit will be compared. new pulp mill of the country, in order to determine if the quality of the environment has been affected and, particularly, of the Black river.


“Considering the scale of the enterprise and the location, we have understood it pertinent to present this report to the public, which contains the levels of said variables, with which the measurements after the operation of the plant will be compared and it will be determined if there are affectations to the quality of the environment”, pointed out the head of Environment about the impact control that will be carried out on UPM 2.
The technical team of the portfolio will be the responsible for evaluation and monitoring. This baseline includes information from more than two years of various environmental variables of water quality, sediments, and biota —a group of flora and fauna in a given place—, as well as air quality parameters.
This is a tool that provides the Uruguayan State with greater environmental guarantees before granting the corresponding authorization for the plant to start operating in Paso de los Toros, Tacuarembó; thus allowing the doubling of pulp production in the countryuntil reaching a figure close to 2,066 million dollars.
Likewise, all the information collected by the Ministry of the Environment will be available and public in the National Environmental Observatory and on the website of the portfolio directed by Bouvier.
UPM 2 received authorization from the Environment and can now work
The Environment Minister also announced the authorization to start operations at the UPM 2 plant, and the formal authorization is expected to be signed today. Once this happens, the free zone will be declared in favor of the company and it will be possible to know exactly the date on which it will officially start operating.
From the government they hope that, once it begins to operate definitively, the new UPM plant will contribute to positioning pulp as the main export product of the country, even above meat products.
