Putin enacts law that facilitates the draft and aims to prevent defections

Russian President Vladimir Putin promulgated a law today that creates a unified registry of those forced to perform military service and modifies the recruitment process to facilitate communication and prevent desertions, in the midst of the war with Ukraine.

The text, sanctioned two days ago by Parliament, provides for recruits called up to receive notification electronically through the Public Services portal, instead of in person, as was the case until now.

One week after it was issued, the order is considered delivered, so the recruit must appear before an enlistment office and will not be able to leave the country until they have completed this process, which can also be done electronically.

In addition, after a period of 20 days without notification, the driver’s license will be provisionally restricted, as well as the possibility of buying or selling real estate, opening a company, or applying for a loan.

Until now, enlistment orders had to be delivered in person, and many Russians managed to evade the draft by refusing to pick up their orders and fleeing abroad or being absent from home.

This should not be possible anytime soon.

Under the new legislation, all mobilized Russians “will be considered refractory,” an offense punishable by imprisonment, if they “refuse to receive their summons or are not reachable.”

Putin ordered the mobilization of 300,000 reservists to fight in Ukraine in September, but the process was slow and often chaotic.

Since Russia’s invasion of Ukraine on February 24, 2022, hundreds of thousands of men have been called up and tens of thousands have fled the country, according to the Russian news agency Sputnik.
