Why was the Leal case filed?
Leal was the first and only political referent investigated in one of the parallel investigations to the case about the former head of presidential security, Alexander Astesiano; although, according to his defense, the reasons why, in just 15 minutes of meeting with the then prosecutor in charge, were never clear. Gabriela Fossati, his status went from being a witness to being investigated.

The resolution that archives the investigation against Leal, and quotes the Constitution, establishes that “The private actions of people who in no way attack public order or harm a third party are exempt from the authority of magistrates. In this sense, prosecutor Flores understood that the fact for which Leal was being investigated —a private meeting with Astesiano’s father at his home in Chuy Bar— It did not imply any type of crime or suspicious behavior in itself, but it was a “conversation between two free adults”, according to the spokesperson for the Prosecutor’s Office, Javier Benech, to the press. “There were no other two witnesses. There was no offer of any money,” she added.
