The charges against Bolsonaro will be presented tomorrow before the Attorney General of the Republic, Augusto Aras.
Bolsonaro thus became the first president in the history of Brazil accused of crimes against humanity, something for which a complaint will be filed before the International Court of Justice (ICJ) based in The Hague.
The rapporteur of the report, senator Renán Calheiros, described in his final speech as a murderer Bolsonaro, whom he called a “mad missionary to kill his own people.”
“The chaos of the Bolsonaro government will enter history as the lowest echelon of human and civilizing destitution” and equaled “butchers” such as Adolf Hitler, Augusto Pinochet, Alfredo Stroessner and the Brazilian torturer Carlos Brilhante Ustra.
“Bolsonaro is next to these criminals,” Calheiros stressed in the last session.
Fake news
The commission also asked today the attorney general and the Supreme Federal Court (STF, supreme court) prohibit Bolsonaro’s access to social networks and break the secrecy of the president’s accounts since April 2020 to determine his responsibility in the dissemination of false news about Covid-19.
The request was made in the last session of the commission, after the Facebook and YouTube platforms eliminated the disclosure of a video by Bolsonaro last Thursday in which he links vaccination against Covid-19 with the possibility of contracting HIV, a lie that was told during a live broadcast.
The novelty was to have included an attempt to make social networks close the way to Bolsonaro, something similar to what happened in the United States with former President Donald Trump, another denier of the pandemic.
The request will be sent to the attorney general, Aras, and the judge of the Federal Supreme Court Alexandre de Moraes, who investigates Bolsonaro in a megacause about fake news.
One of the requests approved by a majority in the commission foresees breaking Bolsonaro’s telematic secrecy in the networks of US companies Twitter, Google and Facebook so that they provide the administration and access data of the accounts to publish false news about the pandemic.
Bolsonaro is being charged with nine crimes including “charlatanism”, provided for in the Penal Code, for having launched a kind of campaign to take ineffective remedies for a non-existent preventive treatment, with the aim of preventing the population from quarantining.
The request includes a request to Judge Moraes for the president to retract his lies, under penalty of a fine of 50,000 reais, about $ 9,600, per day of non-compliance.
“The president is a serial killer (serial murderer) because the false news disseminated on the networks by the president kills,” said Calheiros, of the opposition wing of the Brazilian Democracy Movement (MDB).
Defendants
Among the defendants was the powerful former chief of staff and current defense minister, retired general Walter Braga Netto.
Bolsonaro, for his part, traveled to the Amazon Roraima to visit Venezuelan refugees living in Brazil and warned about “the danger of communism”, in an electoral key for the 2022 elections. He broadcast it live on Facebook at the same time as the commission session, after which he celebrated the 106th birthday of the Assembly of Deus, a pioneer among evangelicals.
“This Senate process is great fake news,” said Senator Marcos Rogerio, from the commission’s ruling bloc.
The president of the parliamentary commission of inquiry (CPI), Omar Aziz, and the vice president, Randolfe Rodrigues, highlighted the historical fact of this report.
The report, as Bolsonaro said yesterday, “had a strong negative impact” on its image internationally.
The charges must be raised to the attorney general, the STF and the Chamber of Deputies.
It is the first time that Congress has accused a president of crimes against humanity.
The session should be extended after reading the report of the commission and another parallel prepared by the pro-government senators who defend the Government.
The The indictment also includes the governor of Amazonas, Wilson Lima, for his possible fraud in the handling of the pandemic in his state, which was the center of world horror in January, when patients died in their beds due to lack of oxygen.

The leadership and doctors of the prepaid Prevent Senior of San Pablo were also charged before the common justice for having carried out experiments with patients with remedies such as chloroquine, defended by Bolsonaro and the far right as a way to generate herd immunity without quarantine.
Bolsonaro is accused but the charges will clash against Attorney General Aras, an ally of the president who has drafted several accusations.
