CA only accepts 5 of the Interior proposals for insecurity

“We disagree with the strategic model to address insecurity”, states the 21-page document presented by the Cabildo Abierto where it gives the reasons why it is against 4 of the 15 proposals and against one of the four that are in execution of the Comprehensive and Preventive Security Strategy plan.

In relation to the proposals that are in favor are the National Research Surveys, although he questions why they have not yet been carried out and the reason why inter-party support is needed for it. Regarding the Police Occupational Health System and training in working with vulnerable populations, they fully agreed, but it was stressed that these policies should have been implemented from the beginning of the administration.

They also agree with the Cybercrime prevention and propose the creation of a National Cyber ​​Defense Agency. Finally, in relation to the proposals that are underway, he was in favor of the Implementation of Postgraduates in the National Directorate of Police Education.

The 14 proposals of the discord

Among the proposals in which the CA is against is the Technical Assistance Agreement with the INE, something that, according to Cabildo Abierto, would be better with a Prefeasibility Study. He also disagrees with the proposal for Open Data and Visual Representation because he considers that it has nothing to do with the purpose of the plan and that it is something that could have been done three years ago.

Regarding the creation of a Comprehensive Security Cabinet, to the CA it seems impossible without the presence of the Ministry of National Defense. It also does not agree with the creation of Neighborhood Councils and Comprehensive Care Center since it considers it necessary to increase the number of police officers in order to meet the needs of these councils. The same occurs with the proposal for the creation of a Community Police where they also establish that there is a lack of troops. “At least 1,000 dedicated troops are required and not the 50 that exist today,” the statement details.

For his part, he does not agree with the Gender-Based Violence Prevention Program since from CA they believe that it lacks “evaluative data on prevention in the areas where it is applied”. In the same sense, he is against the Program focused on Homicide Prevention since he also considers that more data is needed and does not recommend experiments that have not been evaluated.

There are four proposals in which the Cabildo Abierto is against because it does not share “the form posed”. They are the creation of a Ministry of Justice, of a National Strategy for the Reform of the Penitentiary System, an Attention Program on problematic drug use and the creation of a National Directorate of Assisted Liberty.

Regarding the proposals that are already underway, CA disagrees on the Opening and Reform of Police Sections and Penitentiary Infrastructure. As well as in the modification of Art. 36 of Decree Law 14,492, because it is poorly written and should say 14,494, a law that they agree to modify and also the LUC.
