The right in Italy paralyzes a project that criminalizes homophobia

The text had already been approved by the Chamber and sought equate these two typifications with racism and religious discrimination in the Penal Code.

However, he met strong resistance in the Senate, which is more politically fragmented than the House.

The project itself was not rejected, but its processing was paralyzed after an instrument nicknamed in Italy as “tagliola” (“trap”), by means of which any senator can request a vote before the analysis of the articles of the text.

If the application is approved, the project process is interrupted until an agreement is reached.

In this case, the suspension was requested by the far-right parties League and Brothers from Italy (FdI), with the help of the president of the Senate, the conservative Elisabetta Alberti Casellati.

Despite calls from the center-left for an open vote, Casellati determined that the counting of the “tagliola” was secret, and ended with 154 votes in favor of the interruption and 131 against, in addition to two abstentions.

The project has the declared support of the Democratic party and the antisystem Five Star Movement (M5S), who do not have an absolute majority in the Senate.

Today’s result is not a definitive defeat, since the project can be discussed again, but the attention of the Italian parliament will now turn to the budget law – starting in November – and the election of the next president, starting in January. .
