This Wednesday the Senate gave final sanction, with votes from the ruling party, to the joint ownership bill called “co-responsibility in parenting“. At the request of the broad front (FA), the vote was nominal, and each legislator had to express their vote individually with a result of 17 affirmative votes of the ruling party, against 12 of the FA.

The project had already received half a sanction, with some modifications, during the early hours of April 20 at the Chamber of Deputieswith 51 votes in favor of a total of 91 presentwhere again all the positive votes had been from the ruling party, and the opposition voted against.

The opposition argues that this law puts the safety of children at risk, since it allows the father, or to the mother, agree to see his son despite having a complaint. The ruling party has said that if the parent has a complaint, the son or daughter will be given a lawyer who can ensure their safety.

This is a bill that was one of the “bargaining coins” that Town meeting (AC) used to guarantee his positive vote on the social security reform, after what were the informal negotiations between his leader, Senator Guido Manini Riosand the President of the Republic, Luis Lacalle Pou.

The modifications that were made to the project in Deputies

One day before the vote in Deputies, the Multicolor Coalition held a meeting where some last-minute changes were made, which were claimed from the Colorado Party (pc) to give your affirmative vote.

To reach an agreement, it was added to the project to include in the Penal Code an article that provides an aggravating factor for the simulation of crimes and slander in the face of false complaints.

To this, was added the possibility of the judge taking into account those parents who have criminal complaints and, therefore, pose a risk to the child. On the other hand, HE improved the wordingleaving a clearer version of the original project.
