After the brief press conference led by Guido Manini Rios, Open Town Hall (CA) shared the resolution Ministry of Housing and Territorial Planning (MVOT) —which, at that time, also included Environment- in which they rely to insist that the direct delivery of a home by the minister Irene Moreira was adjusted to legal procedures.
The Resolution 1058 dates from October 5, 2009 and establishes the convenience of “reserve a place in the total number of housing solutions to be awarded in the programs of the National Housing Directorate”. The agency’s proposal was for a minimum quota of 10% of the total number of initiatives that would be applied in accordance with the procedures established by the housing programs.
Likewise, the document indicates that “the reservation of the quota may be maintained for sectors that need a housing solution, receiving family income less than or equal to the Poverty Line and others that, for technically well-founded reasons, are not in a position to meet with the requirements established in the corresponding calls of the different programs”.
What is the position of Cabildo Abierto?
According to Cabildo Abierto, Minister Moreira acted in accordance with the regulations of the ministry for which “dozens of homes have been awarded”, in reference to the recent scandal that arose from the delivery of an apartment directly and without lottery to a lobbyist militant.
“The person who was awarded housing has acute vulnerability problems that had requirements to access housing,” Manini Ríos said at the press conference.
Also the president of CA, Guillermo Domenechpointed out the existence of the resolution that enables the direct award of a home to a person in a situation of vulnerability, based on the reserve quota maintained by the MVOT.
For their part, both Moreira and the portfolio they direct also defended the actions that resulted in a new problem for the government coalition. “There is a quota that is my reserve and many times I have not even used it, it is for specific cases. We have cases of Justice that ask us or when diseases arise, we have to concede there,” said the minister about the property that the lobbyist militant received Monica Mabel Piriz Ciria.
“The important thing here is that there is a study and an evaluation on whether or not it corresponds, with the requirements of the ministry, to grant. In this case, it is a single-parent family, with a female head of the family and a minor in charge,” added Moreira after the meeting with the president. Luis Lacalle Pou, where she clarified that “it is the technicians who say whether it is appropriate or not” to grant the house and that she does not “look” if the beneficiary is from one party or another.
From the MVOT they also indicated that the award “adjusts to the current legal, evaluation and regulatory process established in the ‘Tenders for assets’ program directed by the National Housing Directorate.” “The aforementioned procedure was carried out normally in a period of approximately six months (time required for the analysis and study of the case), showing that the citizen complies with the requirements requested in the current legal framework according to the report made by our technicians”, they added in the official statement.
In addition to accounting for the family structure of the beneficiary, the ministry points out that the income also agrees with what is contemplated by the program; and insists that it is the “custom” of the portfolio to “reserve some unit of each housing complex to address situations of socioeconomic precariousness of Uruguayan families.” “The MVOT in no way uses political considerations when it comes to fulfilling its functions and mandates in terms of its mission”the statement ended.
