The plan includes a return to the mandatory use of face masks in some settings and telecommuting when possible, as well as the introduction of vaccine passports for places like nightclubs.
Speaking to BBC radio, he said the UK was still in a “very uncertain phase” of the pandemic.
According to Vallance, vaccines and antiviral treatments have made a “big difference”, but that the virus is still present throughout the world and the country at “high levels.”
“Nobody is very clear in which direction this is going,” he warned in statements to the Sky News television network.
According to the scientist, protection and immunity need to be kept high, and hopefully this will bring levels down, because he assured that it is a bit uncertain in which direction the virus will go and there is a “pretty difficult winter” ahead.
“It is wrong to think that the buildup of immunity is all or nothing; it is a kind of protective barrier that will reduce the spread of the virus, so we must follow this carefully for the next few weeks and months,” he added.
Vallance explained that there are two factors that will determine the direction of the numbers, and that one is that immunity begins to wane as time passes after the second dose of the vaccine, which makes booster applications important.
“So if immunity goes down faster than expected, you will see a bigger increase, which is why it is so important that booster shots are given to the vulnerable and the elderly in particular,” he said.
The second factor has to do with behavior change and the speed with which pre-pandemic behaviors are resumed.
