A new green hydrogen plant will begin construction in 2024 in Paysandú, as anticipated President Luis Lacalle Pou and then ratified Ancap, whose board reported that it contemplates an investment of around 4,000 million dollars, an amount that they qualified as “the largest in the country’s history in a project with a strong environmental impact”.

From Paysandú, where a new anniversary was celebrated not without controversy, Lacalle Pou revealed that the construction “will begin sometime next year”, while Ancap explained that they chose the multinational company of Chilean origin Global HIF to lead the project, which provides for the production of 180,000 tons per year of e-gasoline and that will generate peaks of up to 3,200 jobs.

When making the announcement, the president also highlighted that “Here in Uruguay and here in Paysandú we are going to benefit from this investment.” In this regard, he focused on the importance of mitigating the economic impact experienced in one of the departments most affected by the price gap with Argentina.

Meanwhile, through a statement, the Ancap Group specified that the technical evaluation team of that company, together with ALUR and the Hinicio consultant, chose HIF Global among ten interested companies. In addition, he highlighted the firm, world leader in the e-fuels sector, for its “wide experience acquired over the years at its Matagorda project in the United States; in that of Tasmania in Australia; and in Chile, with the Haru Oni Project and its successive commercial stages”.

They also highlighted that the project that was presented was classified as “high priority” in the international expansion strategy of the HIF Group, which already has significant commitments to supply e-fuels to third parties. Thus, this initiative joins the H24U project in Pueblo Centenario.

The details of a project with a strong environmental impact

From Ancap they indicated that the project in Paysandú foresees the production of 180,000 tons per year of e-fuels, from the capture 710,000 tons per year of carbon dioxide from the combustion of biomass and distillation of cereal alcohol and from the production of 100,000 tons of green hydrogen per year.

In addition, it is planned to install a 1 GW alkaline electrolyzer and the installation of an additional 2 GW of renewable electricity generation in the country, through solar photovoltaic and wind sources.

Regarding investments, the project will require about 1.985 million dollars in carbon dioxide capture, methanol production and synthetic gasoline completion, along with another 2 billion dollars for the installation of wind turbine parks, photovoltaic farms and transmission lines in a radius of up to 180 kilometers from the city of Paysandú. An investment of $1.2 million in research, development and innovation initiatives.

With these works, it is expected to occupy almost 1,600 employees full-time during the construction phase, which will last around 30 months. From Ancap they estimated that there will be peaks with more than 3,200 workers, while work will be given to 300 people full time and permanently for operation.
