The Ministry of the Interior finalizes details of 16 measures to improve security

He Ministry of Interior will present 16 measures to improve safety in Uruguay, an issue that has become the center of debate once again after several acts of robberies and murders, especially in Montevideo: The draft is ready and the measures will be implemented whether or not they have the support of the political parties.

It seems that the reviews of Open Town Hall (CA) and the Broad Front (FA)prepared within the framework of the dialogue table that the Ministry of the Interior convened a few months ago to define specific policies that respond to the demand for greater citizen security, were forgotten in the portfolio that he directs Luis Alberto Heber. This is because, in the coming weeks, the government will present 16 measures in this regard, regardless of whether the document has the signature of the other political parties.

The draft is already ready and, after Minister Heber gives his approval, next week it will be delivered to the political forces, according to the coordinator of Targeted Police Crime Prevention Strategies of the Ministry of the Interior, Diego Sanjurjo, to The Country. Although initially there would be 15 measures, one more was finally added to the document, a “strengthening” of the National Directorate of Support for the Released (Dinali)of the Ministry of Development (Mides)after conversations with the minister Martin Lema.

Likewise, the gender-based violence prevention plan that came in the original document was replaced by a more “ambitious” alternative: a “prevention educational program for primary and secondary education, that provides information on different types of crimes and violence, and trains children and adolescents in resilience, positive skills, and youth leadership,” explained Sanjurjo.

For the coordinator of the Ministry of the Interior, most of the measures that will arrive in the final document will have the support of the political parties. “A lot of effort was made to meet everyone’s demands”he stressed, in that sense.

Some of the measures already have an assigned budget or will have money from international organizations, but at least two would go to the Account surrenders. One is linked to mental health, specifically to the implementation of a comprehensive care plan for officials and their families. Another is for addictions, focused on those deprived of liberty. Both are in line with what the president has already announced Luis Lacalle Pou about the bill’s focus on mental health and addictions.

The position of the different parties

The position of CA —the most critical coalition partner regarding security management— has not yet been defined, and it is possible that it partially or totally supports the measures, as well as radically opposes some of them — or to all.

In any case, and despite the fact that the Ministry of the Interior intends to move forward with or without support, from the sector led by Guido Manini Rios there is an expectation to confirm if some of their proposals were included. Among the recommended points, they expect at least two: the obligation to work for those deprived of liberty, and the recovery and strengthening of neighborhood police stations.

For his part, he Colorado Party He announced that he will accompany all the proposals of the portfolio directed by the Herrerista minister, as long as they understand that all the measures are good – and, most of them, elaborated from the Colorado sector.

Finally, the Broad Front awaits the final document to make a decision. At the time, when the inter-party table was convened, the opposition had rrejected 12 of the 15 proposals presented by the government; and currently he is a strong critic of Heber’s management at the head of the Ministry of the Interior.
