What is the Imesi, the tax on bottled water?

Voting this Wednesday Parliament a bill that proposes the elimination of taxes on bottled water, this good has a key role in Uruguay today, in a scenario of water crisis, and has a 28.53% of taxes recorded, among which are the Internal Specific Tax (Imesi) which contributes 10.5%.

In the context of a water emergency in Montevideo and the metropolitan area, driven by a water crisis, caused by low levels in the basins that feed these areas of the Uruguayit is necessary to ask what taxes make up bottled water, a key good in the current situation of the country.

Currently, the price of bottled water is 22.2 pesos per literwithin that value, are the 10.5% of the IMESI and 22% of the Value Added Tax (VAT). This total of tax charges amounts to about 6.33 pesos, only with taxes, which means that the real value of this asset is $15.87. In this sense, 28.53% of the value of water goes to government taxes.

Parliament’s project

Parliament will vote on Wednesday the bill that estimates the tax break on bottled water which will be voted on, in the first instance, in the Senate and, if approved, will go to deputies.

Article 1 of the project contemplates Exonerate mineral waters and sodas from VAT “until the date of completion of the declaration of water emergency”. In addition, it contemplates “a VAT refund regime included in local purchases and imports of goods and services intended to directly and indirectly integrate the cost of the goods included in the aforementioned disposals.”

However, this generated another chapter of discord within the coalition since since Open Town Hall (CA) they were against. In an emergency scenario and with a consensus request for its approval characterized as “urgent”, the government had to resort to the opposition to get the bill voted in Parliament as quickly as possible.
