Ehmer came from a poor background. His parents were committed communists. While his father was a soldier at the front, his mother was taken to a concentration camp as a resistance fighter and returned injured in 1945.
Josef Ehmer himself was seriously ill as a child and found reading thanks to the Gmunden City Library. After studying in Vienna, he conducted research in the field of social history of the working class and pursued an academic career at the University of Vienna before being appointed professor at the University of Salzburg. Ehmer wrote numerous books, worked as an editor of scientific periodicals and received several awards.
