the union of air traffic controllers announced that it will implement a force measure that will cause delays in takeoffs starting next Monday, affecting what will be the second week of the Winter Break.
The Association of Air Traffic Controllers of Uruguay did not reach an agreement with the authorities of the Ministry of Defence yesterday despite the mediations of the Ministry of Labor and Social Security (MTSS).
“The Ministry of Defense was unable to compromise a solution for compliance with the Collective Agreement based on the fact that the 2022 Bill of Accountability and budget balance has already been sent to Parliament,” the air traffic controllers said in a statement, released by Underlined.
Delays in takeoffs will start on Monday and run through Sunday. The measure of force will be four hours a day, divided into two shifts. The protest schedule is as follows:
- Monday 00 to 02 and 12 to 14 hours
- Tuesday 01 to 03 and 13 to 15 hours
- Wednesday 02 to 04 and 14 to 16 hours
- Thursday 03 to 05 and 15 to 17 hours
- Friday 04 to 06 and 16 to 18 hours
- Saturday 05 to 07 and 17 to 19 hours
- Sunday 06 to 08 and 18 to 20 hours
Air traffic controllers “regret the inconvenience that may be caused to passengers and users of the aeronautical system, due to a situation in which we have fully complied with all of what was agreed,” the statement said.
Initially, they had planned measures of force for this week, affecting the flights in the framework of the winter holidays brought forward by the ANEP as a result of the outbreak of respiratory diseases. But the call in the field of the MTSS caused them to be suspended.
The conflict between the sector and the Ministry of Defense is due to several points in demand of the union, among them: remuneration according to the valid qualifications; the draft article in the Rendering of Accounts to ensure that equal remuneration is equal in its form and content for the same function; the project of article for the payment of instruction; working conditions in air traffic services; implementation of payment to instructors; continuity of collective bargaining due to the restructuring of DINACIA, among others.
