The motion was rejected with 22 of 23 votes, Being the Senator Jorge Gandini the only one who spoke in favor. In arguing his decision, he expressed: “I don’t want them to use my vote to say that the mayor had the unanimous support of the entire Parliament.” Thus, he questioned the alleged lack of responses from the departmental head to the opposition’s requests for a report.


Parliament ruled with a single article where it was decided that “no merit found to proceed with the dismissal of the mayor of Montevideo, engineer Carolina Cosse, from her position, in accordance with the provisions of articles 93, 102, 103 and 296 of the Constitution of the Republic”.

Senator Gandini insisted that “There is clearly a violation of the Constitution” in the attitude of the Montevidean mayor, being the only one to demonstrate in favor of Cosse’s removal from office.
“I do not want them to use my vote to say that the mayor had the unanimous support of the entire Parliament,” he said, echoing that the FA was going to call a press conference. And she added: “So, at least they will say tonight that she received the support, but not unanimously, because I am going to vote for the impeachment and the corresponding sanction to Mrs. Carolina Cosse for this, which seems imprudent to me”.
