45% of Uruguayans see insecurity as one of the most urgent challenges

Almost half of the population is concerned about the problem. From Ceres they call for a state policy with democratic dialogue.

45% of the uruguayans feel that the unsafety is one of the most urgent challenges, according to a survey by Equipo Consultores, for which reason from the Center for the Study of Economic and Social Reality (Ceres) They proposed that the fight against crime occurs within the framework of a policy of State that does not distinguish political parties, at a time when the militarization of the streets is being debated.

In line with people’s perception, the Minister of the Interior, Luis Alberto Heber, admitted days ago that “there are crimes that remain elusive” such as homicides due to account adjustments, generally linked to the drug trafficking, or some forms of domestic violence, but also crimes that concentrate “deeper social problems”, such as marginality, unemployment or mental health problems.

Thus, according to the latest survey by Equipos Consultores, 23% of citizens consider the unsafety as the most important issue of this first semester of 2023, while 22% place the problem in second place.

When analyzing the scenario, Ceres opined in his last Security Monitor that “public opinion and official recognition that Uruguay confronts criminal phenomena that exceed the police functions of control and repression, form the backdrop of a prevention plan that was conceived from the points of view of political parties, academics and representatives of civil society organizations.

The goal of achieving more modern security policies with democratic dialogue

For the entity, the Comprehensive and Preventive Security Strategy that the Ministry of the Interior put to the consideration of the political system “supposes taking a leap towards policies of security most modern”, while considering that it is “a great opportunity to lay the foundations of a policy of State, which includes the procedures for its effective implementation”, noting that “it is opportune to attack the challenges in terms of public security that require consensual solutions”.

In this sense, with respect to the “democratic dialogue” and extra-partisan, Ceres considered that it is necessary to “take advantage of the lessons that could have been left by instances of other periods of government, such as the one led in 2016 by the then President Tabaré Vázquez, that summoned the political parties with parliamentary representation to promote a plural dialogue on citizen security and coexistence”.
