Laughter and jokes in Deputies for a complex article in Accountability

The debate over the budget for 2024 in the Lower House left a humorous episode among legislators.

The Chamber of Deputies approved the bill of Accountability after several twists and turns with the articles —which promise to be a challenge for the senators who will take the lead in dealing with the budgetary message for the last stage of the government of Luis Lacalle Pou in Uruguay-, but not before starring in a particular episode: the nationalist deputy Juan Martin Rodriguez he was tempted by reading a correction to an article and caused a humorous moment for most of the legislators.

The passage of the Accountability by the Lower House was not only discussions, discomfort and negotiation for the deputies of the different parties thanks to the episode carried out almost at the last moment of the debate by Rodríguez, which generated laughter and a moment of relaxation in the marathon session that ended with half sanction to the national budget.

As can be seen in the transmission, the nationalist deputy was preparing to read paragraph 12 of the Ministry of Public Health (MSP), sheet 109, to make an “in voce” correction —that is, orally— on the text. “You must say the following text, not with literals as it says there, but as a single text,” Rodríguez emphasized and read the new paragraph: “It is determined that the opticians responsible for an optician’s house are obliged to remain at the disposal of the house optician at your expense.

At that time, the transmission took the image of the president of the Chamber of Deputies, also a nationalist Sebastian Andujar, who is clearly confused by the phrase, worthy of tongue twisters. “This is nonsense”he said outside the microphone, to then ask his co-religionist to reiterate the correction, before the general laughter of the legislators that begins to be heard in the background.

Rodríguez tried to read the text one more time, but laughter prevented him and he could hear the requests of his fellow bench members telling him to drink water or for a colleague to take the post to continue reading. The second attempt to resume the reading only brought more laughter among those present, among which the nationalist deputy is heard saying: “Perrone, what I do for you, Perrone”, alluding to the fact that the modification in question was proposed by the lobbyist Alvaro Perrone.
