Cabildo Abierto will begin the meeting of signatures for the restructuring of debts on Tuesday

The senator and leader of Open Town Hall (CA), Guido Manini Riosthe signature campaign that his party promotes “against usury and for a fair debt” will begin on Tuesday, given the failure of his bill of law debt restructuring of individuals of Uruguay.

Next Tuesday will be the launch of the lobbying campaign in search of the popular legitimation of a plebiscite for the project that seeks to be an answer or solution to the great problem of over-indebtedness faced by almost a million people in the country. This path was chosen by CA after not finding the necessary support for the parliamentary path, neither among its coalition partners nor in the opposition of the Broad front.

That same day or on Wednesday, at the latest, the militants of the party led by Manini Ríos will leave installed more than 250 signature collection stations in all the country. In addition, the campaign will have a call center and a web page where they will be able to view all the places available to sign in real time.

To achieve the objective of enabling the calling of a plebiscite —which would be held simultaneously with the general elections of October 2024—, Cabildo Abierto must reach the 270,000 signatures of citizens, that is, the 10% of the electoral roll.

As Manini Ríos explained on Radio Oriental, the decision of the signature board campaign for the popular consultation comes three years after presenting a proposal and having awaited a legislative solution. “We are no longer talking about a bill, we are talking about a plebiscite”, held.

The lobbying intention is set interest rate limits and establish a legal mechanism for individuals to restructure their debts for a “fair” amount.

For Bergara, the lobbying initiative is demagogic

The senator for the Broad Front and former Minister of Economy and Finance (MEF), Mario Bergaradescribed as demagogic the project of AC to modify the constitution and establish the restructuring of debts to individuals, warning that it can lead to new problems for debtors.

The Frente Amplio legislator said at a press conference that The initiative of the lobbyists can lead to those who need cash ending up in debt with the “neighborhood usurer”where the money can come from criminal acts.

For the senator, there must be channels for dialogue and compliance “that allow people to continue having access to financing from regulated sources,” since otherwise “It will ensure that no one in the regulated system lends to people who continue to need financing”.

“The cure can be worse than the disease”he said about these, which he supposes are some possible errors in the CA proposal, since the liquidity of the “neighborhood loan sharks” comes “probably” from activities outside the law.
