The senator said that in October of last year the project went to the Plenary and had to return to the Commission. At that time, the former military leader assured that, if it is not approved, there should be a referendum since it is a serious problem; and although he accepted that all parties believe that the restructuring of debts to individuals is a problem, he stressed that an agreement has not yet been reached on how to carry it out.

Loan or usury?

Manini Ríos remarked that it is necessary to change the rules of the game since the debtors’ law No. 18,212, implemented in 2007, according to the CA leader, can be described as usury since the interests far exceed 100%. In this sense, he assured that he will against the constitution since article 52 expressly prohibits usury. “There is a law that enables what the Constitution prohibited,” he claimed.

Details of the referendum

On Tuesday, Cabildo Abierto officially launched the campaign of collection of signatures to force a plebiscite for the restructuring of debts to individuals in the general elections of October 2024.

With this, the leader of the Cabildo Abierto assured that “if this plebiscite materializes and becomes a provision that would end in the restructuring of the debt, many thousands, of the almost one million Uruguayans who are today outside the systemthey will be able to return,” Manini explained.

According to the president of the Central Bank of Uruguay (BCU), Diego Labat, there are 700,000 debtors who are considered unrecoverable, of which half are under 35 years of age. “Those people deserve a second chance,” Manini claimed.

In this sense, the leader of CA assured that the project is not designed for large debtors, but rather the maximum allowed for the restructuring of the debt it would be 200,000 Indexed Units (UI), that is, 30,000 dollars. On the other hand, the date of July 18 of last year was set as the limit of credits provided for consumption.

On the other hand, Manini assured that the project also covers debts with state institutionssince he considers that this is one of the worst loan sharks in Uruguay.
