Linz city center concept: Now the citizens have their say

Linz city center is beautiful. Yes. No. I do not know. With a wink, those responsible for the inner city concept want to motivate the people of Linz to actively participate in the development process.

In October and November you will have the opportunity to do this, on the one hand online via a questionnaire (entry will be possible via linz.at), and on the other hand offline in the Innovation Main Square. There will also be a promotion at the pigeon market on October 20th. “Everyone is invited to give us very specific suggestions,” says project manager René Ziegler from Modul5 GmbH. A total of four planning offices (in addition to Modul5, Nutzeffekt, Schulze+Grassov and komobile) are entrusted with creating the concept.

“The city center has to be an experience,” agree Ziegler, Claudia Nutz (Nutzeffekt) and Oliver Schulze (Schulze+Grassov). However, they do not define experience in the sense of entertainment, but rather in terms of a good quality of stay and the opportunity to participate in social life. “Linz culture can be experienced by everyone in public spaces,” says Schulze. The results should be available in autumn 2024; for planning councilor Dietmar Prammer (SP), this end point also marks a starting point. The implementation of the measures will take a few years, and of course political majorities are also needed, he says.

In addition to citizens, stakeholders from various areas, from business to education to tourism, should also be involved. Ziegler announces that an exam will take place at the beginning of 2024.

City planning director Hans-Martin Neumann emphasizes that the opening of the Westring Bridge offers a unique opportunity to reduce through traffic in the city center. He expects the concept to provide inspiration on how this can be optimally used.

In addition to open space and usage issues, mobility is one of the major topics at the heart of the strategy paper; a spatial focus is placed on the southern country road, the Neustadtviertel, the Cathedral Quarter and the main square. “You just have to face certain things. We can’t explain away the fact that it’s getting hotter in the summer or that retail is changing,” says Nutz. These challenges must be met openly. It is also clear that there are points of conflict in a city.

The car-free main square

Some stakes for the concept have already been set, on the one hand with ongoing projects (including the tree planting offensive) or decisions that have already been made. The latter can be seen in the example of the main square, which, as reported, will become car-free with the opening of the Westring Bridge. A competition is being announced for the redesign, and the concept team is supposed to provide the basis for the tender (according to Prammer, this should take place before the official end of the project).

Traffic officer Deputy Mayor Martin Hajart (VP) and City Councilor for Security Michael Raml (FP) announced today that they would be heavily involved in developing the concept, and there are separate formats for this. One point that Hajart emphasized is parking space management; for Raml, the attractive design of the cityscape is important.
