A done deal: full maternity leave only with fathers’ participation

In the future, full parental leave can only be used if both parents participate. This is provided for by a resolution of the National Council, which was made on Wednesday evening by the coalition and NEOS. Mothers or fathers must therefore take at least two months of parental leave, otherwise two of the 24 months will be forfeited. The rules regarding the exemption of caring relatives were also changed.

The main topic in the debate was, of course, the change to the parental leave rules – initiated by the EU. VP-mandate Tanja Graf argued that nothing would be taken away from anyone, but that the time would simply be distributed differently. The SPÖ and FPÖ saw it differently. SP mandate Petra Wimmer argued that fathers often wanted to take maternity leave but were unable to do so. FP women’s spokeswoman Rosa Ecker complained about the burden on fathers.

Ecker cannot imagine that the change will lead to higher father involvement. Graf, on the other hand, assumes that the family time bonus that fathers who start looking after children immediately after the birth will receive will be doubled. She also emphasized that the two months would not be canceled for single parents.

“Stove Bounty” party

Green Party vice-president Meri Disoski was annoyed by the FPÖ as a “stove bonus” party. The coalition, on the other hand, wants fathers to participate as early and equitably as possible in early childhood care work and not shirk their responsibility. At the same time, she emphasized that parental leave would be extended up to the age of eight.

There was support from the NEOS, even if, in the opinion of MP Michael Bernhard, not enough progress had been made for a long time. As a further step, he would like to have a legal right to childcare from the child’s first birthday.

Improvements for carers

The second part of the legislative package was improvements for caring relatives. In the future, people can also be released to care for close relatives if they do not live in the same household as them. There should also be exemption to care for people in the same household, even if they are not relatives.
