The initiative was presented by the white councilor, Diego Rodriguez, who assures in his text that it is vitally important that drivers know how to handle themselves in the event of a fatal accident. In this sense, the first requirement that was proposed is that the applicant to obtain the license must take a cardiopulmonary resuscitation course, which would be coordinated by the National Administration of State Health Services (ASSE) through ten training units.

Rodríguez’s project explains that, according to studies, “the first minutes after suffering a car accident “They are essential to possessing adequate knowledge in caring for people who have been injured.” With this, the initiative details that “the probability of between 30% and 50% of deaths that take place on the road occur within five minutes after the accident, while approximately 75% occur during the first hour, because bleeding and breathing problems due to obstruction of the roads.”
On the other hand, the second requirement to obtain the license would be the completion of exams on minimum requirements regarding guaranteeing the accident prevention. That is, the driver will have to demonstrate that he possesses “at all times of his life the psychotechnical qualities and, at the same time, has the knowledge and skills to guide vehicles safely for all users of public roads.”
The requirements will also be mandatory in the renewals that are carried out every ten years and not only for applicants. Furthermore, Rodríguez assured El País that he has the objective of presenting the proposal in the Congress of Mayors so that it can be carried out in other departments. In that sense, he took the opportunity to pressure the Wide Front by establishing that it is an initiative that does not generate expenses, so they should not oppose it and that, if they do so, “it will be due to political mediocrity of the actors of the Wide Front” since it is something good for citizens.
