The bill proposed by the councilor of the National Party, Fabian Bravetti generates controversies within the Montevideo Municipality (IMM) in front of the Broad Front councilors who do not believe that some of the functions that are proposed are the responsibility of the department, but that it is the task of the Ministry of Social Development (Mides).
The mayor of Montevideo, Carolina Cosse, was asked at a press conference regarding the project, a question that made the department head uncomfortable and who questioned whether all responsibility lies with the mayor’s office. “Why in the Broad Front governments was everything a Mides problem and in the National Party government?” Is everything a problem for the Municipality? ”She asked.

Problem of the Municipality or Mides?
The author of the project stressed that the obligation to control and order The car guards are under the authority of the mayor. However, since Wide Front They assure that the task of the car guards is not essential and that attempting to regularize it would be unconstitutional because the project assigns certain tasks that are not the responsibility of the mayor’s office.
The Frente Amplista councilors establish that the functions of surveillance and care are the power of the Ministry of Social Developmentas established by the article 262 of the Constitution which establishes that the mayor’s office does not have the authority to get involved in public safety.
Meanwhile, Mides believes that the project brings to the present a problem that has been going on for a long time. “It puts on the agenda an issue that has been going on for a long time, which generates problems of coexistence and security,” remarked the director of Mides Social Protection, Fernanda Auersperg.

A project on the way to shipwreck

The mayor of the broad front assured that he is not against addressing the issue of car guards, but rather that he is not in favor of the project by establishing that it is “simplistic” because it does not propose a constitutional table where the ministries involved meet and the problem is discussed.
The proposal is on the agenda of the Legislation Commission of the Montevideo Board. However, its future does not seem very promising since the Frente Amplio has a majority in the bench.
