Heber admits discomfort with judges over escaped drug traffickers

The minister of Interior, Luis Alberto Heberonce again questioned the judges who gave house arrest to the two drug traffickers who later fled, and stated that there are still no clues about the whereabouts of the criminals who, it is believed, could have left Uruguay.

Security management in the country has been a controversial issue for some months, to the point of having put the position of the head of the Interior on the line. However, in recent weeks, the focus of controversy is on the judicial system and the confrontation that Heber had over the house arrest of drug traffickers.

In this regard, the minister maintained that “we do not have, at this time, clues about the two drug traffickers” who escaped —Juan Antonio González Bica and Miguel Ángel Leal da Costa—, but that the portfolio he directs will not rest in the search and hopes to recapture them “if they did not leave the country.”

The leader of the National Party He clarified, meanwhile, that the Ministry of the Interior did not have a “confrontation with the Power of attorney”. “We were outraged that all this work we are doing in the metropolitan area against drug trafficking ends with a high degree of frustration for those who work and carry out a task of intelligence, persecution, listening, monitoring, and then a sentence of years with house arrest is granted,” he added, as an explanation of his previous statements.

According to Heber, the granting of house arrests was “with many diseases that do not exist, in order to have the opportunity to escape.” “It is very difficult for us to obtain the necessary tests to generate that conviction and it is frustrating for all of us that he ends up escaping later,” he said.

In that sense, the minister recalled that the house arrest of one of the drug traffickers was ordered without the corresponding electronic monitoring anklet. “The system works, sometimes people don’t work. “That is a reality,” he said, reiterating that there is no deterioration in the relationship between the Police with the Prosecutor’s Office or the Judiciary; and that the inconvenience or criticism was directed specifically toward the Justices Mainard and Chamsarianwho were at the forefront of the fugitives’ cases.

An article for Accountability

Based on recent events, Heber anticipated that the Ministry of the Interior seeks to include in the Accountability an article that prevents the possibility of drug traffickers escaping from Uruguay. The objective is to add a guarantee so that those drug traffickers with house arrest cannot use “trucho certificates.”

The leader specified that the initiative is being debated in the Senate and “there may be changes in this instance.” According to what he told Subrayado, the objective is “that there may be an article that better supports or guarantees the possibility that fraudulent certificates are not used so that dangerous people are at home and can escape.”

This possibility is added to other projects such as the agreement with USA in which they work National Customs Directorate (DNA) with officials of the security Department American, with the aim of collaborating to control crimes of drug trafficking and against intellectual property, two of the biggest problems at borders and customs.
