American Staffordshire Terriers are considered a potentially dangerous dog breed in Austria. In Vienna, Lower Austria and Vorarlberg, either a permit or a dog license test is required to keep these dogs. In all other federal states, including Upper Austria, this regulation does not apply: There, all dog owners who register a new dog only have to present a so-called “general certificate of expertise”. However, if individual dogs attract attention due to their aggressiveness, authorities in Upper Austria can order the use of muzzles and leashes in public.
The “Upper Austrian Dog Ownership Expertise Ordinance” states how and what knowledge a new dog owner must acquire. Accordingly, people who have registered a new dog since July 1, 2003 and have not yet been able to provide evidence of training with a different or previous dog must complete the prescribed course. This is a “at least six hours of theoretical training” held by a veterinarian and a dog trainer.
If a dog stands out because of its aggressiveness and this is noticed by the municipality with a notice, dog owners are asked to complete additional training with this animal (so-called “extended expertise”) within a maximum of six months. This course, which lasts at least ten hours, consists of a theoretical and a practical part.
The procedure for such dog breeds is different in Germany: it is generally forbidden to import American Staffordshire Terriers into the country. Keeping these so-called fighting dogs is only permitted in most German federal states with permission from the authorities. But not in Brandenburg and Bremen, where this breed is not allowed to be kept.
