The police investigation into the crime has currently revealed the following: The 37-year-old was traveling on a freight road with her dog on a leash at around 9:15 a.m. on Monday. At the same time, the 60-year-old jogged past. Suddenly the American Staffordshire attacked the woman and the dog’s owner could no longer control the animal. The victim suffered “multiple bite injuries,” police said. The emergency doctor who was called only pronounced death. Since the deceased had neither a cell phone nor any documents with her, her identity could only be clarified beyond doubt on Monday.
The animal owner suffered injuries during her rescue attempts and was taken to hospital. The responsible district authority (BH) Perg and the official veterinarian were informed about the fatal incident and the dog in question was euthanized due to imminent danger in consultation with three veterinarians. According to the police, the dog’s owner was probably walking the American Staffordshire on a leash, but the animal was probably not wearing a muzzle. The investigation is still ongoing because the injured dog owner has not yet been interviewed. The Linz public prosecutor’s office has ordered an autopsy of the deceased woman.
The dog owner and her partner apparently breed American Staffordshires. Mayor Martin Gaisberger (ÖVP) knows that five adult animals and currently a litter of young live at the couple’s home address. He told the APA that he had no complaints from residents. There is also nothing from the authorities. The animals were properly registered, the BH said. A few years ago the women moved into the house with a garden and they also have a small child. He couldn’t say anything more about the young family because they lived in seclusion. On Tuesday, the municipality of Naarn – responsible for dog ownership – made it mandatory for the remaining dogs to wear a muzzle; the animals must also wear bite protection in the garden. The garden fence also needs to be reinforced. Furthermore, it is important that the safety of the small child living in the house can be guaranteed.

In Upper Austria there are no special requirements for keeping certain breeds of dogs. Anyone who wants to get a dog simply needs to complete a six-hour knowledge course beforehand. In those federal states where the law defines so-called list dogs, the American Staffordshire Terrier is on that list. This means that there are specific requirements for keeping these breeds, which vary from state to state.
The leisure safety department in the Board of Trustees for Road Safety (KFV) has called for strict rules for Upper Austria, as they “exist in Vienna or in Lower Austria and Vorarlberg”. This year, numerous people in Upper Austria have already been bitten by dogs, including small children. Specifically, the press release lists seven incidents with serious injuries. The waiver of strict rules for so-called listed dogs as a result of the change in the dog ownership law in Upper Austria two years ago is a “fatal misjudgment” that, according to the KFV, must be corrected.
Vienna is cited as a model, where those listed dogs not only have to be on a leash in public spaces, but also have to wear a muzzle. Owners also have to take a dog driving license and refresh it after just two years. Furthermore, an alcohol limit of 0.5 per mille applies to owners of listed dogs.
