The rescue of the Professionals Fund continues to attract rejections from different sectors

The bill for the rescue of the Retirement and Pension Fund for University Professionals (Cjppu) has not yet begun to be officially discussed in committee in the Parliament of Uruguay, but continues to accumulate detractors and rejections of the proposed reform. That the Professionals Fund needs a rescue, there is no doubt about it, and no one opposes it. The disagreements occur with the proposal presented in Parliament by the Executive power, carried out in conjunction with the Cjppu board.

In this sense, a group of “independent professionals” presented a document to legislators in which they demand that increase contributions —one of the points raised by the rescue project, with an increase that can range from 16.5% to 19% and, in some cases, would even reach 22.5%— and that there be an “amnesty for debtors without fines or surcharges for one year.”

The group also criticizes the creation of a new retirement tax of those affiliated to the Professionals Fund – which the project in question provides for passive activities exceeding 33,960 pesos – and proposes, in contrast, the repeal of the Social Security Assistance Tax (IASS)while pointing out that the collection goes to the Social Security Bank (BPS) and, therefore, to a pension regime of which professionals are not part. This claim is also shared by the SAQ, which indicated that they are financing a system in which they do not participate.

For their part, the group has already announced that, if approved in the Parliament the reform project of the Professionals Fund, will file an appeal for unconstitutionality under the argument that the social security is a human right and that, along those lines, the State is the one that must solve it by obligation.

For Affiliates, express treatment is a “lack of respect”

For its part, a delegation from the Affiliate Association He also attended Parliament to meet with legislators from the ruling party and the opposition. According to the organization, there is still no union in favor of the project presented by the Executive Branch.

Furthermore, the sector described it as a “lack of respect” that the text was presented with such short notice—despite the fact that the Constitution sets a deadline of October 27 for the approval of laws that imply an increase in public spending, that is, up to one year before the general elections—, and that their treatment is “express”, something requested at the time by the University Group.

Likewise, the Association warned that, with the new contribution scheme proposed in the reform project of the Professionals Fund, many voluntary contributors will stop doing so.
