The project sent by the president Luis Lacalle Pou and the ministers seek to change the regime of appointments and dismissals for Uruguayan delegates in the binational commissions, and prevent them from participating in activities of a partisan political nature while they are part of them.
In its first article, the bill establishes that the regime for the appointment and dismissal of Uruguayan delegates in the binational commissions will be governed in accordance with the provisions of articles 187 and 192 of the Constitutionwhere the appointments are proposed by the president acting in the council of minister, prior to a consent of the Senate Chamber.
Regarding the cessation, it will be based on the article that establishes that “the members of the boards of directors or general directors will cease their functions when those who are to succeed them are designated or elected, in accordance with the respective regulations.”
This includes, in addition to the Big Jump CTMto the CTM of the Maritime Frontthe Administrative Commission of the Río de la Plataand the Uruguay River Administrative Commission.
Uruguayan delegates to binational commissions will not be able to carry out political acts
As the articles continue, these “must abstain from being part of political commissions or clubs,” as well as from “carrying out any other public or private act of a political nature, except for voting.”
Likewise, it is noted that “their attendance at party organizations whose specific task is the study of problems of government, legislation and administration will not be considered included in these prohibitions.”
At the same time, the aim is to establish procedures related to the financial and budgetary control of the mixed commissions.
