The Administration of State Health Services (ASSE) will be the first to apply the new management mechanism that aims to unify the settlement system for State officials in Uruguay within a period of two years.
“It is a solution that centralizes the governance of certain components. There is only one way to understand management processes, to settle salaries, to make hiring plans,” he said. Hugo Odizzio of the Policy Monitoring and Evaluation Agency.
The government will carry out a project to implement a platform of administrative, human and financial resources management. This has the objective of streamlining the decision making of the State. For this, tools will be implemented that will standardize processes that will allow the integration of the salary settlement, human management and purchasing system.
The institution in which this system will be applied for the first time is the Administration of State Health Services (ASSE). Therefore, the State expects that this new system can be applied in the next two years to unify the salary settlement of all government employees.
Regarding the beginning of application of the new processes, it will begin little by little. “What we are going to know from now on is where an official works, because today we know in which executing unit he is, but not in which department, and to know exactly how much he earns,” said the director of the National Civil Service Office, Conrado Ramos.
Other changes for public officials
In mid-July, the government established by decree a new sick leave and benefits scheme for public servants in Uruguay, with the aim of reducing the important expenses that the State has in this regard.
With the signature of the president Luis Lacalle Pou and the 14 ministers, the Executive Branch published a decree that imposes a new regulation on the Medical licenses for public employees. In this way, these workers will have the right to have up to nine business days of paid leave per yearintended to cover intermittent or consecutive absences due to illness or accident.
With the new regulations, the scheme becomes a sickness benefit from the tenth day. Then, the payment will be 75% or 100% of the salary, depending on the particular circumstances; although some benefits such as social benefits, seniority, transportation allowances, travel expenses and overtime will not be included in this payment.
The regulations apply to officials, budgeted or contracted, who work in the Executive power, Power of attorney, Court of Accounts, Electoral Court, Administrative Litigation Court, Decentralized Services and Prosecutor’s Office General of the Nation. On the other hand, and although they are not covered by the decree, departmental governments and autonomous entities may adopt the new regime if they so wish.
For their part, public defenders, officials of the N scale of the Prosecutor’s Office, magistrates of the Judiciary, diplomatic officials of the foreign service who are on mission abroad and officials of departmental governments may be exempt.
