Semmering, Koralm and Brenner tunnels as well as modernization of the route network: These are the largest projects that are included in the ÖBB framework plan for the period 2024 to 2029. A total of around 21.1 billion euros is planned for investment, which is 2.1 billion more than in the 2023-2028 framework plan. 1.5 billion euros would be made available for new projects, the rest of the increase would result from cost increases, said Transport Minister Leonore Gewessler (Greens) at a press conference together with ÖBB boss Andreas Matthä.

The investments are made up as follows: station renovations, terminals and other new and expanded routes (5.6 billion), reinvestments including park & ride and noise protection (5.4 billion euros), electrification and route attractiveness (2.8 billion euros), Brenner base tunnel including northern approach (2.6 billion euros), security and operations management systems (2.4 billion euros) as well as Koralmbahn and Semmering base tunnel (2.3 billion euros).
The six-year framework plan is updated annually by ÖBB Infrastructure AG in coordination with the Ministry of Transport and represents the federal government’s investment plan for the state-owned ÖBB network. Matthä referred to the “challenging economic environment”, not least due to high inflation. Nevertheless, it was possible to “secure the financing of the previous expansion projects,” said Matthä.
Through the expansion, ÖBB will meet the increasing demand and will also be “a stable partner to the economy”. According to the current schedule, the Semmering Base Tunnel is scheduled to be completed in 2030, the Koralmbahn Graz-Klagenfurt in 2025 and the Brenner Base Tunnel in 2032.
New construction projects are also planned in the framework plan, such as the new construction of the Köstendorf-Salzburg line or the double-track expansion of the Werndorf-Spielfeld line (Styria).

Delay in Linz-East
Adjustments were also made to the schedule of individual projects. Work on the Pyhrn line between Hinterstoder and Vorderstoder would progress more quickly, meaning that the planned commissioning could be moved forward from 2034 to the end of 2031.
The four-track expansion on the western line in the Linz-East area will be postponed again by a year, from the end of 2032 to the end of 2033. The reason for this is revisions to the construction schedule.
As already reported by the OÖN in August, the expected commissioning of the extension of the section between Linz and Marchtrenk will be postponed by one year – from the end of 2030 to the end of 2031 – due to the long-running and now completed official procedure.
